What is PDF protection?

PDF files can carry two distinct types of restrictions. The first is an open password (also called a user password), which prevents anyone from viewing the document without entering the correct passphrase. The second — and far more common — type is a set of permission restrictions (owner or permissions password) that allow the file to be opened and read freely, but block specific actions such as copying text, printing, or saving a modified copy.

Permission restrictions are embedded in the PDF metadata and enforced by compatible reader software. They are often applied by organisations, publishers, or form creators to limit redistribution or editing of their documents. How PDF permission restrictions work

Permission restrictions in the PDF specification rely on encryption applied to the document structure. Reader applications check a flags field in the file and honour the restrictions, but the underlying content is not truly hidden. Removing the restrictions rewrites the PDF without the permission flags, producing a standard, fully accessible file. The resulting document is functionally identical to the original in terms of content, layout, images, and fonts.
